Anger feels like it is accomplishing something. James says it usually is not accomplishing the thing you want.

The communities addressed were experiencing trials and internal friction between rich and poor members (see chapter 2), which makes the instruction about speech and anger concrete rather than abstract.
James stands in line with Proverbs ('He that is slow to wrath is of great understanding', 14:29) and with Jesus' teaching that the inner life, not just the outward act, is where righteousness is decided.
Anger provides certainty and energy at exactly the moment we have the least information. It makes us feel clear while narrowing what we can actually see.
In a provoked state, attention narrows to the threat and to rehearsing a reply. Listening stops well before speaking does — which is why James puts 'swift to hear' first in the sequence.
